 The Government Enhancement Program enforces transparency, accountability and restitution (the fixing of mistakes).  

Never again will babies die in hospital, school books not delivered on time, teachers dodging their responsibilities,
infrastructure maintenance neglected, police fail to do their duty, or civil servants neglecting their responsibilities without severe
consequences to those responsible, individually or collectively. 

Furthermore, due to the cutting edge technology and dynamic strategy, we require no permission and no cooperation  to achieve all our goals.  We are also not dependent on government to pay for our services.  This is a self-sustaining service whether the government pays for our special reports or not.  

 

Political ideology and diverse factors have a direct influence on service delivery experiences by constituents.  
These service delivery experiences are evaluated 24/7 in order to compile Service Delivery Indices for government by each 
department, whichever tier.  Comparisons between provinces and municipalities and each ward become very enlightening, 
especially when governed by different political parties. This is powerful information that will be correctly used.  

Evaluation is the first step. It is never just about evaluation as remedies are always the main objective.  
Therefore a special report will be presented to each tier of government and relevant department to indicate what remedies are 
to be instituted immediately in order to improve service delivery.  This is a developmental program - 
it is not meant to be punitive, but if ignored the retribution from a mobilised electorate is not something to be underestimated.  


A government following the pro-active remedies will stay in power "forever" and a government neglecting the contents of our special reports will soon meet the wrath of the electorate.            



NATIONAL / FEDERAL GOVERNMENT 

The GDP of a country is largely the result of political ideology and the execution of its policies.  All governments have limited resources for achieving their goals.  They are confronted with challenges that are impossible to solve with normal human intellect.  Typically, for achieving the highest GDP in the shortest time, how could limited resources be best divided between expenditure on new roads, hospitals, schools, generating electricity,  assisting farmers, poverty relief and numerous needs, the one as dire as the other. 


We use a sophisticated statistical procedure - Non-linear Response Surface Analysis - to scientifically determine the exact distribution of scarce resources between pressing needs in order to realize the highest GDP in the shortest time.  Priorities are statistically determined (based on what has been achieved already by other countries with similar challenges) and not by who wields the most powerful lobby in the backrooms and corridors.   



PROVINCIAL / STATE GOVERNMENT

Normally, very important state departments are managed (or co-managed) from this level.  It will differ from country to country,  but might include basic education (schools), health services (clinics and/or hospitals), police services and some roads.  Service delivery on each department will be evaluated with suggested remedies passed on to national or provincial authorities, depending on who has responsibility over which specific functions.   

LOCAL GOVERNMENT 

Government service delivery is experienced on a local level - on a grassroots level - in a very personal and direct manner on a daily basis.  Small issues could soon become major issues and the status of the national government is determined on this local level.

Unfortunately, on this level, the same competence is not always displayed as on the higher tiers.  This is also the level at which people could be mobilized to fight for a better government - although the gripe could be with local service delivery, it invariably will always impact the popularity of the national government.  Therefore it is imperative to ensure an effective and efficient local government if a political party wants to govern nationally.  W

This is also the Achilles heel of any ruling party and the opposition knows that too well.  It is, therefore, imperative to excel in the practice of excellent service delivery on this third tier of government.  This explains the influence of our reports.
